Same as for Writing Guidelines - this content should probably be merged with Contributing, but I think it's overkill. The Contributing page should be kept short and to the point.

Agreed. This is a leftover page from the old Wiki, which I plan to retire. I'll cherry-pick it for any good content and then delete it.
