The Tuscan League was formed by Pope Celestene III after the death of Emporer Henry VI as a way to restrain the power of the Holy Roman Emperor, and was originally beholden to the Papacy in order to make any outside alliances. Not long after however Pope Innocent III attempted to claim the whole of Tuscany as papal lands, and attempted to coerce their submission with interdictions, denying public rites and ceremonies to the citizens of cities which did not surrender. After seven years the pope finally relinquished this claim in 1205, allowing Tuscany to self govern with the cities of Lucca, Florence, Sienna effectively ruling along with the Castles of Prato and San Miniato, as well as the Bishopric of Volterra. The lands largely stay out of the larger conflicts in Itally, focusing instead on conflicts between member cities as they contest with one another for expanding influence in banking and trade.
