There is a description of the book on its product page. This book covers the Normandy Tribunal detailing its unique Hermetic Culture, shaped by a scarcity of Vis resources and living alongside mundanes in a highly feudal society, which forces more interaction than common in many Tribunals.
Of particular note is the peculiar custom of the Hermetic Tourney, in which teams from covenants compete for Vis prizes, and the rules for claiming Vis sources which cause many covenants to keep athletes on their staff.
Also detailed is the Perthean Compact originally written by Pertheus of House Tytalus, which establishes rules for custody of Vis sources inside the jurisdiction of the Normandy Tribunal.
