Intrigue in is a General Ability. Its core description is given in Fifth Edition Core book, page 65, but its use is left vague.
Intrigue can be used in the Debate rules presented in Houses of Hermes: Societates (HoHS, pages 90-93, where it serves as a useful basis for an attack. It also influences the number of agents a magus may have, and their usefulness (see HoHS, page 140). Finally, the use of Intrigue to interrogate or influence a non-player character as per Houses of Hermes: True Lineages, page 24.
