The mundane affairs of the Roman Tribunal have been unsettled and in a state of a great deal of fluctuation since the fall of Rome. For centuries the Byzantine Empire held on to portions of Italy, the rule of which has been contested by Saracens who had been seizing control of Southern Italy. In the eleventh century Norman soldiers removed both of these foreign powers from the shores of Italy, and established their own dynasties instead, which became integrated with the Holy Roman Empire by marriage towards the end of the twelfth century.

What few natural vis sources remain are well known and claimed by the older covenants. More commonly vis sources refer to some form of trade or import- the Redcaps receive vis from their role as messengers and deal brokers, as well as banking. Verdi has an income from enchanting, some covenants maintain scriptoriums or other institutions where manufacture of hermetically needed items sustain their need for vis.
